I agree it would be better to have competent teachers and class size of 40 vs. incompetent teachers and class size of 17. However my real concern is the lack of any credible plan by anybody... political parties, PTA, anyone. I cant speak for the entire country but in this state we dont pay teachers enough for any quality individual to want the job, and hence, none do. A test wont change that. Therefore, to remedy the situation, either schools will need to be restructured in some way to accomodate for reasonable pay for teachers, or taxes will need to be raised. Personally I feel the first option is probably not really an option... there just isnt enough waste in the system to account for a 50% pay increase for teachers.

Once the teacher pay issue is resolved, the next embarrassing topic to address with regard to schools are building conditions.
