It is liquidity. Take a look at the Nasdaq cumulative advance/decline line (going up faster than at any time in the last 3 years) and the VIX (falling below 30 is very bullish). As well, the Economist reported that M3 was up 13% last month- that is the second highest in the last ten years.

Stay out the way unless you have a very near term catalyst. It looks like it is going higher until something steps in front of it. Congress out of session; I think I read in the Stock Trader's Almanac where 90% of the market gains occur during that period. Big caps looking like their going to slow for a while. But until they crack, the Russell 2000 along with all of the Frauds are going up.
