Oh really? Well I see it differently. You see, schools in Ca were pretty dang good all through the 60s and early 70s as Chaz has pointed out. And, that was when all the "liberal" legislation came through - no idea what legislation you are talking about btw, there was never any significant busing in Ca.

Heres what really happened. The voters passed a law in 1978 that said their taxes could never be raised. Unfortunately schools cant pass laws that say the costs of running a school cannot be raised. So now, in communities such as Belmont which is an affluent area where houses cost 500K+, my guess is 70% of the homeowners pay some ridiculously low tax rates, under $400/yr in many cases. The schools are funded locally so they simply dont have enough money to operate. The only people paying their fair share are the new homeowners in the area which pay, oh, $5000/yr or so in property taxes. But there arent enough of us to correct the schools. When I was a kid, we had class sizes of around 20. Now 40+. Ca schools have gone from the best to the worst in the nation. Obviously something happened in California to cause this relative decline, since those horrible liberal policies you cite were applied on all states equally more or less.
