This issue is much broader than video to the home PC. The issue is data, voice, video delivered to your home over one broadband medium. The PC is nothing but an in home appliance. True that today it is the direct interface for data traffic, however going forward you will have a device - call it a residential gateway - which connects to all your in home appliances (TV, Stereo, PC, Telephone, Gas Meter, etc. etc.). This device will interface over one medium (twisted pair xDSL to an RBOC or Coax to an CableCO/MSO). You will get one bill from this provider which prices each service you use. In other words you won't be charged for the bandwidth (except for perhaps a small monthly fee) you'll be charged for videos you download, educational material or classes you subscribe to, phone calls you make, etc..
Most folks wont watch video's on their PC's except for those that telecommute and teleconference in (NetMeeting/IPTV applications), instead you'll download a video to your set top device and watch this from your television.
