You were there. It was all Congress's fault. It had nothing to do with the regulatory agencies, which happen to be in the executive branch. Could you provide some details on this, please?

It's not as if everybody wasn't up to their necks in the S&L fiasco. But to dump it all on Congress, and totally exonerate Reagan/Bush seems a bit dubious. What day-to-day control did Congress have on the matter? Reagan was perfectly capable of getting his way with Congress, too, when it was important. But I know you'll give us a non-partisan and objective account.
