I suspect there were two reasons for Alpha's high cost. Poor yields and poor demand. It was intended for the very high end but Intel's processors are quite close in performance, only a couple of % behind, yet only a tiny fraction of the cost. Throw in poor software availability and you have the Alpha as we know it today.
