Fix - you may be right - but I think you have to look at a few things 1) were any of those options set to expire soon 2) some of the selling was by directors, I'm not sure if options or owned stock.

In Canada, if you exercise an option you are absolutely dumb not to sell the stock the same instant - because the difference between the strike price and the market value at date of exercise is assessed as revenue for tax purposes - that is why, almost always, you see the exercise and sale in the same insider report.
