So, as I said, you're exactly right. I did say everybody was up to their necks in it. Of course, you'd like to exonerate the executive branch and pin it all on Congress. I haven't quite figured out why you don't claim it's Clinton's fault, like the decline of the west. Those Reaganauts, Congress was always leading them around by the nose. Bunch of wimps.
