Actually, that is again a false perception. The Republicans tax cuts amounted to less than the additional spending than Clinton. They advertised the tax cuts in terms of the total reduction in taxes over the course of five years to make the tax cuts seem larger. Clinton is the one demagoging about him standing between the Republicans and the surplus and Social Security. In any event, both parties are competing to spend the surplus. I would prefer tax cuts over the pork barrel programs. 100,000 teachers will not improve education --- the programs are primarily for propaganda purposes.

Clinton shut the government down in 1995. He refused to sign the appropriation bills because of cuts or omissions of his pet spending programs. He could've signed a continuing resolution to continue the government at is present funding level, thereby cutting the deficit even more at the time. The same occurred in 1998 --- he objected to cuts in pork barrel spending on emergencies declared in Democrat districts.
