I edited my post while you were responding. I asked how do you exploit a powder keg.

Besides, it's kind of a toss up - who is exploiting whom? The answer seemed pretty clear in the 70's. Unfortunately, for the Mid East, there's a lot more oil in the world than we thought ( or were led to believe ).
