November was the trough and they started up in December 1994. There can be little doubt that it was in response to the elections. What amazes me is that the current resumption of the rally began from almost the very moment that Congress voted for a impeachment inquiry against Clinton.

No, it continued as Reps continued to hold Congress. I guess that fits your theory.
