The Y2K Council staff (which is expanding weekly, including participants from key government agencies) is developing plans in conjunction with a variety of "citizens" groups to begin broader public discussions re potential impacts and community and individual contingency planning. Their schedule may not please everyone, granted, but the framework in already being put in place. Ken
