Four reasons at least.

A lot of people bought this stock in 1995, based on the expectation
that ANT (Lucent/Raychem) deal would make a big difference soon. It is
taking a lot longer than expected, and you have had a lot of disappointment selling.

Management has overpromised on most everything and failed to deliver.
There is a credibility gap.

You might make a case that this company is run for benefit of insiders. A lot of Roach family receive very good salaries and there
are enormous stock option plans out there, compared to outstanding
stock.

Earnings are not taxed, so if you adjust for that the P/E is not really so low.
