Bill,

The price anyone individual or groups of investor pools or perhaps mutual funds will pay handsomely for a company whose prospect in the business forum is expected to enjoy high revenues. Microsoft, the long time leader and dominant player in the software world commands a higher pe because of the investment communities confidence in their ability to meet a better than average or even well above expected future growth or sales expectations. The more times quarterly reports meet or exceed expectations the more demand is the acquisition of shares in the company stock. Microsoft being the world sofware manufacturer has long proved its command in the global sphere.
Pe multibles vary all the time anyway however if expectations are exhuberant as they were with ipo of netscape it is not unusal to see a
high pe. I would not be surprised to see the pe in Intel to rise eventually. Hoped my explanation helped.
