George,

Your right, the Victims Assistance Program will reimburse you for your medical expenses if you were injured as a result of a crime. There is a limit of course but for some with out insurance it's usually the only way for them to get the treatment they need. It covers the mental as well as the physical.

The only time I have ever heard of any victim getting money from either theft or scam is if the culprits are charged, brought before a judge and jury and only if the judge and/or jury awards the victims compensation. In these cases, the perp has, as per their counsel, filed bankruptcy and therefore is found to be insolvent. There have been a small handful of cases where the judge has ruled that any future earnings can be attached as future payment.
