I do not know about the "portal" part, but typically, the vertical is that everything fits into your product, or you build an interface that lets you translate everything else into your product. This is what Ernst & Young is talking about.
Horizonally, speaking in general terms, a product is built to be available to everyone else. In other words, it is the standard. HTML is a standard, whether you are using Word, FrontPage, HotMetal, or any other internet publishing tool to write code for the Internet, it is all the same once it is "born" (published).
Uh-oh. Brain fart. Who controls the languages of the world? No one. Just like the control of the Internet. Who controls? No one. International, unmanageable, democratic, etc. The prime determination of a universal medium? You cannot kill it; anymore than you can "kill" a language or a religion or an ethnic entity.
