TAIWAN MICROCHIP MAKERS TO WITNESS ITC DISCUSSIONS ON DRAM CHARGES

Taipei, Nov. 4 (CNA) Representatives of Taiwan's computer chip makers will travel to Washington, D.C. next week to observe the US governmental discussions on anti-dumping charges scheduled to be held on Nov. 13.

The US federal International Trade Commission (ITC) is scheduled to hold the first screening session on Nov. 13 on dumping charges leveled by Micron Tech against Taiwan makers of dynamic random access memory (DRAM).

Micron Tech filed a petition with the ITC on Oct. 22 accusing nine Taiwan DRAM manufacturers and four chip designing companies of exporting their products to the United States at prices below fair market value or production costs.

Hu Cheng-tah, secretary-general of the Taiwan Semiconductor Industrial Association, said the Taiwan representatives will refute Micron's accusation, and will make their position clear during the Nov. 13 ITC session.

Hu argued that Taiwan-made DRAMs accounted for a mere 6.7 percent of total US DRAM imports last year. If Micron must accuse anybody of dragging down the US DRAM business, it should blame the worldwide economic stagnation, Hu added.

He said Micron's accusation against Taiwan makers was unfair as total Taiwan DRAM exports did not exceed US$5 billion in 1997, and represented only about half of the amount exported by South Korea's Samsung Corp. during the same period.

Compared with their counterparts in the United States, Japan and South Korea, Taiwan DRAM makers do not count for much in terms of production and market domination, Hu pointed out.
