I think that this point may be lost on some folks.
Also, while the RBOCs do have a case in some instances for early deployment for metro area DWDM, they don't yet have the grounds for deploying in the WAN, and they wont, until that market is opened to them by the regulators.
My speculation is, based on my knowledge of how the RBOCs are gearing up for LD voice with advance design and engineering taking place every day, on an ongoing basis, is that they probably have a number of deals on trigger, constantly being renewed and improved, for that moment in time. At that point they will submit their final orders. In the meantime, it's negotiations, laboratory and field trials, NDAs, honing of the SLAs, etc. Something to keep in mind.
