This is a competitive business like any other and the company is looking for market share. Waiving the fee is acceptable as long as you can foresee good transactional revenue from the accounts generated. Some of the licensees must raise funds through partnerships, loans and private stock offerings and waiving the initial outlay could get the client online sooner. I really don't think Starnet enjoys sacrificing the money given there are substantial costs associated in establishing each licensee.
