Yes Canadians can get U.S broker accounts but I am not sure which U.S brokers trade Canadian stocks. Canadians must keep their RRSPs in Canadian accounts.

For example, on Dateks site there is a special form for Canadians to fill out when getting an account. I have got private messages from several Canadians that trade with U.S brokers only using a U.S broker. However from what I have heard Datek is not much faster than Canadian brokers in speed of execution but does offer superior price and shorting capabilities. Companies offering very fast execution such as MBtrader and cybertrader do not currently offer their services to Canadians. Someone mention a while back on this thread that MBtrader will be avaliable to Canadians soon but they don't trade Canadian stocks.
