Scrapps, I'm an expert on stupid questions (and, yes there ARE stupid questions; stick around me and I'll prove it!) and I asked about the line voltage to my local phone guys. They tell me they need enough voltage to power their in-line amplifiers with minimal current draw (lower voltage would require higher current) and to allow for line loss over distance. A nominal voltage to operate most phones is something like 30-45vdc.

When you ask your 'blinkey question,' please keep it simple so I understand your question, and hopefully answer too. <G>
