Peter, All logic and reason says buy. But, CIST has so far defied logic and reason. So, I won't recommend it.

I disagree with Steve's buyback for one reason and that is that companies on the bulletin board do not have access to the capital markets. Hence, capital is precious. As long as CIST is on the BB no large investor is going to plow money into CIST. So, they have to be very careful with the $$$$ they have. They may not be able to get any more.

On the other hand, if they get on the NASDAQ system, that all changes. If need be they can float more stock and find ready buyers. So, they could use their capital for a buyback and still feel assured that if they needed to they could go back to the market for $$$$.

My conclusion is that they should first push for listing, then once established on NASDAQ, if the stock doesn't respond, engage in a major repurchase.
