It appears Qualcomm has requested the FCC for a Pioneer's Preference License for a 2 GHz PCS band of spectrum. From the following link ll.georgetown.edu it appears Qualcomm was originally denied by the FCC such a License and Qualcomm won an appeal in court to have the FCC reconsider its decision.
