If you have a stock that has been beaten down and bad mouthed as bad as IOM has been, it is very unusual to see a newly hired CEO put up his own 'out of pocket' money to buy shares of the stock on the open market. These are not shares being given to him as compensation or options from within the company, but the very same shares you and I could buy or sell. This is seen, by many investors and analysts, as a sign that the CEO has significant confidence in the company's prospects.
