Actually over the past year or two, one pattern has been repeated many times. Buying this stock on dips (20 cents or better) and selling on any sort of news that spikes the stock and volume has been wise. Only issue is having the patience to wait for the spikes.
As far as a buyback is concerned, a dutch tender at BV would be my suggestion.
The only problem I see in a reverse split (taking the 1 for 20 suggestion) is that it will leave little more than 1M shares outstanding. With that low a share count, liquidity will likely be even worse.
Until the company shows they have a plan of action to wisely invest their money, its little more than discounted dollars. The stock was at 30 cents when this thread was started 2 years ago and its going to take more than a few weak projects, a tiny capital investment from a French firm, small buybacks, reverse splits and mindless prodding from certain investors to move this stock permananently above book value. All in my opinion of course.
