Two days later, October 28, President Bush signed P.L. 550: the HOUSING AND COMMUNITY DEVELOPMENT ACT. Section 852 of this act directs the Secretary to develop an "...Integrated Database System and Computer Mapping Tool" for "...priority non-housing community development."

Thirteen days later, November 10, 1992, INTERGRAPH (the world's largest producer of interactive computer graphics systems and a specialist in computer mapping) publicly announced that they would port all of their products into Microsoft's Windows system.
