Remember, this is a country that has banned chewing gum because people were throwing it on the pavement and getting the city all messed up. You can also get fined for not flushing! Squeaky clean and tight-assed are a better characterization than crooked. I remember reading about a minister who was prosecuted for corruption many years back (for a mere S$500K, I think), and although the man eventually died, the government was not content and went after the family fortune instead.
