Fred,

Just because the markets in the USA are closed doesn't mean that foreign exchanges are also closed. Remember, when it's nighttime here, a market is open somewhere on the other side of the planet, and many of our stocks trade on foreign exchanges legally. There are also some closed markets in the US that trade after hours, but these markets are currently for the used by just a few brokers and, generally speaking, for their wealthier clients & institutional investments.
