Heated talks on Kashmir glacier fail to break the ice

ARTILLERY battles overshadowed the opening yesterday of talks between India and Pakistan over the disputed Siachen glacier in Kashmir.

The glacier at 20,000ft above sea-level is the world's highest battlefield. Hundreds of soldiers have died in cross-border fire and from exposure in temperatures that average minus 30C.

After three hours of heated negotiations, the first in six years, Pakistani officials rejected India's offer of a ceasefire, demanding instead the implementation of a nine-year-old proposal for military disengagement and the re-deployment of military forces. Ajit Kumar, India's Defence Secretary, said Pakistan's proposals, including third party monitoring of any pact, were "bizarre".

He said India's proposed ceasefire would defuse the "atmosphere of confrontation" and, in time, could be followed by talks on disengagement and re-deployment. But Pakistan said a ceasefire would only "freeze" the current situation.

Officials say about three Indian soldiers a day die on Siachen, as the posts they occupy are higher and colder than those held by Pakistan. The confrontation also costs both sides about £1.25 million a day.
