Another big cross today. Here's hopin' it results in greater conviction from those at the reins! This puzzle has all the pieces (road and power infrastructure, townsite and mill, a mining plan, proven reserves, stable and sufficiently high silver prices, water licence, etc...) except for the one that fits in the center (hint: it looks like a bag of money).
