No, these are non-Japanese financial institutions (such as CCI) offering negative interest rates for deposits. Japanese are afraid of leaving the money in Japanese banks. So, the foreign institutions receive the yen but must stay invested in yen-denominated assets (in other words, no currency change, no hedges, etc.). So, where does the bank put the money??
