People seem to be reading too much into the NY state agreement. The agreement merely defines standard terms and prices. Although some sales were made to NY state before this agreement, it makes future sales a lot smoother. However, it does not directly provide revenues, and does not make SEEC an exclusive Y2K vendor.

I'll bet today's jump was due to Barron's not due to the NY state news.
