Any info on "reverse mergers"?

I'm confused as to how a market was created in TCBG shares if Savant was a shell concern with no shares in public hands (assumption given lack of info). Can IPO's be reversed as well? As an example, TCBG create's a demand for its shares and sells Company stock onto the market. This raises cash and capital of which is then reflected on the books. Was TCBG able to do such a thing and if not, where did the shares come from and where did the proceeds go? What about private placement of shares for X amount where those investors then provided shares to the open market?

I lack an answer.
