There is nothing particularly delayed about the Presidential assent with regards to buybacks legislation. This time-line and the procedure is exactly the same for any bill that has been passed by Parliament. I have checked and it is pretty certain the President has not signed the bunch of bills passed by Parliament recently. There is absolutely nothing in all this that comes anywhere close to corruption, and I am surprised how many times this has been suggested, shows how the world perceives Asians I suppose.
