Could any of the posters here who are familiar with securities laws tell us what the penalties are for issuing public announcements of nonexistent deals? Well, I could cite the case of MTEI. The SEC suspended trading because of suspected misrepresentations made in company press releases. Needless to say, no MMs were willing to sign off on a Form 15c2-11, so after the suspension had expired, the stock resumed trading as a pink sheet. The company itself went out of business, but oddly enough trading in the shell continues. Current price about one cent. The SEC is conducting a fraud investigation.
