No innuendo intended. He died under odd circumstances just before his book was coming out that was rumored to contain <<something that could take Clinton down.>> I believe he was murdered to keep him quite.

Ah, no innuendo, just a patently ridiculous assertion. You think the Grand Inquisitor Starr missed another vital piece of evidence in this tell-all book that was about to come out? Boy, that guy was a bungler. You can believe whatever you want, Ish. Jim McDougal was thrown into solitary because he couldn't give a urine sample for a drug test. It was a side effect of his heart medication. There was no particular reason to give him a drug test, as in evidence of prior drug use or anything. Just another part of the petty and not so petty harassment so popular in the Starr system of justice. And if the prison officials weren't incompetent, they would have known about the side effect, they certainly knew about the medication.

Then, after they threw him in the hole, the prison guards chose not to pay much attention, even though he looked to be in some distress. Something fans of Starr everywhere can take pleasure in, when they're not inventing "who killed Vince Foster" style stories about the whole thing.
