Phil Orlando, on CNBC's Taking Stock, says PSFT has a 3 (average) Value Line rating, stating they are having some trouble after having a tough quarter! It always amazes me how these guys state the obvious. What was the rating when the stock was in the 40's? Plus they'll wait and raise the rating when the stock gets back into the 30's or so only after a big move....They are nearly always "after the fact"!
