Mr. K, you make some good points, but I still think
my idea might be workable. Even people getting
a refund still have a "total tax liability" for
the year which is listed on the form. Even people
filing for an extension must submit an estimate
of their annual tax liability by April 15th, and
they could vote on the form used for the extension.
Quarterly estimates shouldn't be a problem, since
ultimately these get rolled into the annual filing
which could also be used for voting.

I'd also like to get rid of the 1040, and what better
way to do it than to tie voting to it?!
