Costa Rica has many issue with environmentalist. yet they want to develop mining industry if it is possible. LLL showed in beta vargas that they can build a mine yet be respective of the environment. As for the price not rising higher the junior market is still in a deep sleep. And they will need financing in the future. But it does look like it can be done . where as before they had little chance of survival.
