Regarding CECN, I think the situation is fairly hopeless. I (and many others) naively followed the recommendations of "The Future Superstock" newsletter, whose author is now facing criminal charges by the SEC.
The information at the time was that CECN had a new CEO with a great track record and a lot of "hidden assets." Well the CEO is now gone, the assets have been proven to be a farce, and CECN is not a "real" company anymore (assuming it ever was).
Sure, there is a chance that something will happen and CECN will resurrect itself, but you probably have a better chance of winning LOTTO.
I learned valuable lessons on this stock: NEVER follow the recommendations of others, NEVER buy penny stocks, ALWAYS limit your losses.
Now I use Investor's Business Daily to help find REAL stocks -- companies that are outperforming the market and leading their industry. How can you argue with the success of stocks like DELL, CSCO, and MSFT? Find yourself some real companies and invest in something worthwhile. Not only will you make more money, you will feel better about the quality of your holdings.
