Then you end up making each ad a potential separate legal case. Never works, since they are almost always indirect. The only legal strategy that would work is a ban.

Then give airtime to the candidates, as part of the stations public service duty in paying for the wavelengths they are granted.

Think how unhappy this would make the media. Isn't it worth it for that alone? :-)
