Right. With one clarification...

Cookies have multiple levels of authority. Cookies can be set to reveal themselves only to the exact URL that set them (eg. techstocks.com) OR they can universally be accessible across all "servers" on the domain (e.g. talk.techstocks.com or www2.techstocks.com).

But a cookie set by *.techstocks.com cannot be viewed by *.yahoo.com or even *.go2net.com. The browser will only give the cookie back to a server that is of the domain that set it.
