As I said earlier, why does it have to be the 60's? Why not the 50's? Maybe Kemp was "prescient" and was sh*t-scared to fight even when there was no immediate prospect for war. Who knows? Only he will know what he really was scared of! :-)

As for Quayle, he volunteered to "serve", not in the Army but in the Peace Corps or something like that. It only required him a little more courage than joining a bunch of boy scouts on a picnic in the local park, but, to his credit, one has to acknowledge that he did muster that much courage! ;-)
