Lucent Technologies Wins Data Networking Contract In China

Lucent to supply million of dollars of data networking products and services to the State Postal
Bureau

BEIJING, China--(BUSINESS WIRE)--Nov. 11, 1998-- Lucent Technologies today announced that it is one of the vendors selected by the State Postal Bureau
of the People's Republic of China to supply Asynchronous Transfer Mode (ATM) equipment to its China Postnet project, the postal bureau's wide area integrated
services network.

The multi-million-dollar contract is one of Lucent's largest data networking wins in the Asia Pacific and China region since Lucent announced its data networking
initiatives in the region in mid -1998. Lucent will supply its PacketStar(tm) AC 120 multiservice access switch which will be installed at the ATM backbone of the
State Postal Bureau's wide area network. In addition to the PacketStar AC 120, Lucent will also supply its network management product portfolio.

According to the State Postal Bureau, it chose Lucent's ATM and network management solutions because the systems can support a diversity of current and future
service needs, enabling the State Postal Bureau to provision a best-in-class network that is both robust and reliable, and cost effective. Lucent's PacketStar AC 120
is a true multiservice ATM access switch that allows customers like the State Postal Bureau to aggregate a variety of lower speed services into a high-speed
Asynchronous Transfer Mode (ATM) infrastructure. The PacketStar AC 120 provides support for services such as T1/E1, frame relay and ethernet, allowing
network managers to transport voice, data and video applications over a corporate ATM wide area network.

The contract also includes Lucent's network management products which provide network and element management, enabling customers to centralize management
of their voice, data and mixed media in a multi-vendor network environment.

The State Postal Bureau currently operates and manages an integrated postal service network in China, with more than 500,000 employees. The State Postal
Bureau achieved total market revenue of RMB27.3 billion (approximately US$3.2 billion) in 1997 - a 52.73% increase over the previous year.
