Industry: The creator of Enemy Nations will claim
unpaid royalties from Activision's Head Games
subsidiary. Activision acquired publisher Head
Games earlier this year for its top-selling hunting
game, Cabela's Big Game Hunter. Prior to
Activision publishing Game Hunter, Head Games
had previously published Enemy Nations, developed
by David Thielen and his company. Thielen has said
that he is filing for arbitration against Head Games
over alleged non-payment of royalties for Enemy
Nations. "In spite of selling over 35,000 copies of
the game, Head Games has claimed that no royalties
are due to Windward Studios," Thielen told
PC.IGN. "Head Games paid no up front
development or other costs to develop Enemy
