Complete regimentation is rare and unstable, as is complete "toga party". I tend to like tolerance because it is more inclusive. If a doctrinal state is imposed on me from above - the chances are less than even that my beliefs and interests will be represented. I do not ask for moral value in a state. I do require legal value. The common-sense right and wrong of which you speak can be codified in secular law without invoking God's law. A state can hold itself to a more or less just and wholesome path by simply being internally consistent. Jmho - of course.
