Tim - The general rule for senior execs is that they can only sell for a short 'window' directly after earnings, when the anticipated impact of the sale would be less likely to affect speculation. The exact period varies from company to company. Intel has a very strict policy about this and CPQ is pretty tight also. I don't know Dell's exact policy.
