China is a tricky place to do business. The all ciruits buy could be for a number of reasons. The best case answer is 500,000 phones where sold in the first month and everyone is just yacking away! I'm sure the sites aren't fully channelized. Remember this is an ongoing buildout. It does prove that other folks are on the system. Another answer could be the trunks going into the PABX were busy. The recording didn't specify PrimeCo. As for your neighbors, spike their water will chemical mind altering substance, put wings and fangs on your sheep. Then have them charge your neighbours when they are good and high. The sight of winged, killer sheep in a mind alter state should send them scurrying away and then you could get some sleep. Just a thought.
