Don't expect CSCO to buy and company with a substantial market cap. Chambers (CSCO's CEO)has often repeated that acquisitions of larger companies have a lower success rate than aquisitions of smaller ones.

I wouldn't be surprised if much the same reasoning prevails at Lucent. CPQ (with DEC) has demonstrated a willingness to tackle bigger fish. Perhaps INTC might as well.
