Insider's are allowed to short sell. BUT I do believe that they are not allowed to go below the 10% of the total outstanding {if they own more than 10%). In other words, they can't short sell themself out of being an control insider. And this may also be applied if they are in the 25% range of outstanding as well {unless they filed in advance to sell the security}

It seems that EVEN if you sign a charter NOT to short sell, it won't stand up in court.
